The Social Work Licensure Compact

35 member jurisdictions. No multistate license issued yet. Here is what that means for a licensed social worker.

The short version

The Social Work Licensure Compact will let a social worker licensed in their home state hold one multistate license that covers every member state, the way the nurse compact works. It is a real law: 35 jurisdictions have enacted it (New Mexico and South Carolina with material changes that may need amending), and the Commission that runs it has been meeting since 2024.

What it is not, yet, is usable. As of October 2026 no multistate license had been issued, because the Commission's data system was still being built; it has pointed to roughly 2027. Until then, every state where you see clients needs its own license, and the largest states (California, New York, Texas, Florida, Illinois) have not joined at all.

What to do while you wait

Nobody can sell you a multistate license yet. We will not take a fee for a Compact filing that cannot be made. What we do now is license you in the states you need, and get your home-state file ready for the day the Compact opens.

The other behavioral health compacts

Common questions

Can I get a Social Work Compact multistate license now?

No. Member states have enacted the Compact, but as of October 2026 the Commission had not issued a single multistate license; its data system was still being built, with the Commission pointing to roughly 2027. Anyone offering you a multistate license today is selling something that does not exist yet.

Is the Social Work Compact a privilege like the Counseling Compact?

No. It works like the nurse compact: your home state issues one multistate license that covers every member state. The Counseling Compact, by contrast, issues a separate privilege for each state, and it is already live in some states.

My state joined. What should I do now?

Keep your home-state license clean and current, and license directly in the states where you have clients today. When the Compact opens, the license you hold in the state where you live will be the one that matters.

Does the Compact cover LMSWs and bachelor-level social workers?

The Compact covers bachelor, master and clinical categories, but your home-state license must be a full, independent license, not provisional, temporary or limited. That likely leaves out supervised master’s licenses in many states; each home state decides how its licenses map.

Which big states are not members?

As of October 2026, California, New York, Texas, Florida, Illinois, Michigan and Pennsylvania were not members, though Pennsylvania had a bill pending. Social workers practicing there need that state’s own license regardless of the Compact.
