How to Get Your Guam Social Work License

How to get a Guam social work license: LBSW, LMSW and LCSW, 3,000 supervised hours for the clinical license, the endorsement route, and where Guam stands on the Social Work Compact.

Guam licenses independent clinical social workers as the LCSW (Licensed Clinical Social Worker), through the Guam Board of Social Work, Health Professional Licensing Office, Department of Public Health and Social Services. Guam is not a Social Work Licensure Compact member. Below: what Guam asks of a social worker already licensed in another state, and where those applications slow down.

Guam Social Work License Requirements

Guam licenses social workers at 3 levels: the LBSW (Licensed Bachelor Social Worker), the LMSW (Licensed Master's Social Worker) and the LCSW (Licensed Clinical Social Worker).

LBSW: ASWB Bachelors. CSWE-accredited or equivalent BSW (10 GCA § 122319(a)). Practices in an agency setting under supervision (§ 122315(a)).

LMSW: ASWB Masters. CSWE-accredited or equivalent MSW, or a regionally accredited social work doctorate; ACSW credentialing can substitute for the exam (§ 122319(b)). May do clinical work under supervision.

LCSW: ASWB Clinical. LMSW education plus supervised post-master's clinical experience (§ 122319(c)). NASW QCSW or DCSW, or ABE Board Certified Diplomate status, satisfies the experience requirement (§ 122319(f)).

Independent clinical practice requires the LCSW (Licensed Clinical Social Worker).

3,000 hours of post-master's supervised experience for the clinical license, including 100 hours of direct supervision.

Licensed elsewhere: The Board may license through reciprocity agreements with states whose requirements equal or exceed Guam's, or by endorsement, honoring a passing ASWB score in the category Guam requires for that license (10 GCA § 122320). No minimum years licensed.

Where Guam Applications Get Delayed

LCSW experience: 3,000 post-master's hours over no fewer than 2 and no more than 5 years, at least 2,000 of them assessment, diagnosis and psychotherapy, in an agency setting that provides diagnosis and psychotherapy. The 100 supervision hours must include at least 60 individual hours; the supervisor must be an LCSW with 4,500 post-master's clinical hours (§ 122319(c), (e)).

The ethics CE must come from NASW courses, an unusual restriction (§ 122325(b)(1)).

Guam licenses social workers through its own Board of Social Work (created by P.L. 31-250, Dec. 10, 2012), separate from the Board of Allied Health Examiners that licenses counselors.

Supervisor attestations and verifications from other boards take the longest. Request them the week you decide to apply, not the week you file.

The Social Work Compact and Guam

Guam is not a Social Work Licensure Compact member, so a multistate license will not cover practice here even once the Compact opens. Seeing clients located in Guam takes a Guam license, by endorsement where the state offers it or a full application where it does not.

Keeping it current

Guam renews social work licenses every 2 years, with 30 hours of continuing education per cycle. 30 hours per two-year period, including 6 hours of social work ethics taken through NASW courses, 4 hours of cultural competency specific to Guam and 2 hours on working with people with disabilities (§ 122325). Since P.L. 38-049 (Aug. 18, 2025), renewal also requires Board-prescribed CE in early childhood development and literacy (§ 122324). Holding licenses in several states means several calendars and several sets of CE rules, which is most of what our annual compliance service tracks.
