
Texas has no reciprocity and is not in the Social Work Licensure Compact. An out-of-state clinician applies for the Texas LCSW directly, and having held an equivalent license for the year before applying satisfies the experience requirement. Add the ASWB Clinical score, the online jurisprudence exam, fingerprints and an NPDB self-query. LCSW applicants cannot get a temporary license.
Texas licenses social workers through the Texas State Board of Social Worker Examiners, which sits under the Texas Behavioral Health Executive Council (BHEC). Texas has no reciprocity agreements, and it is not in the Social Work Licensure Compact. Bills to join (HB 3503 and SB 1726) died in committee in 2025, and BHEC's own compact FAQ says the issue may next come up in the regular session that begins January 12, 2027.
That leaves the ordinary application. For an experienced clinician it is shorter than it sounds.
The one-year rule that does most of the work
The LCSW requirements in 22 TAC 781.401 include 3,000 hours of supervised clinical experience over at least 24 months and 100 hours of supervision. For out-of-state applicants, the same rule adds the clause that matters: if you have held a substantially equivalent license in good standing in another jurisdiction for one year immediately preceding your application, you are deemed to have met the experience requirement.
In practice, BHEC says the Verification of Licensure form completed by your current board usually covers it. If you have held the license less than a year, or the year is not the one right before you apply, your old board has to verify the supervision. If it will not, Texas can consider its Clinical Supervision Verification Form completed by each former supervisor, with a copy of their credentials.
What every out-of-state LCSW application includes
- Degree. A master's or doctorate in social work from a CSWE-accredited program (or one in candidacy), with a field placement on the transcript. Transcripts go to BHEC directly from the school.
- ASWB Clinical exam. Ask ASWB to transfer your passing score, or have your current board confirm it on the verification form.
- Jurisprudence exam. An online, open-book, no-fail exam on Texas social work law, about two hours, with no time limit. The certificate must be dated no earlier than six months before BHEC receives your application.
- NPDB self-query. A certified self-query from the National Practitioner Data Bank, sent as the unaltered PDF or in the sealed NPDB envelope.
- Fingerprints. Instructions arrive by email after you submit.
- Verification of every license. A separate verification for each license you hold or have ever held, in any state.
- Proof of citizenship or eligibility, such as a REAL ID-compliant license or a passport.
Staff do not review an application without the fee, and an unpaid application expires after 30 days. After review, BHEC either issues the license or emails a deficiency notice. Check your spam folder; the board warns that its .gov emails often land there.
Is there a temporary license for LCSW applicants?
No. Texas rule 781.411 offers a temporary license to some applicants waiting to take an exam, but subsection (i) says plainly that an applicant for LCSW or a specialty recognition is not eligible for a temporary or provisional license. The only other route is the emergency temporary license under 22 TAC 882.70, which exists only when the Governor declares a disaster and is limited to the disaster area. Plan to start Texas clients the day the license issues, not before.
What is the LCSW-S, and do you need it?
Texas treats supervision as a separate recognition. An LCSW who wants to supervise LMSWs working toward the LCSW, or toward non-clinical independent practice recognition, applies for supervisor status, shown as LCSW-S. Under 22 TAC 781.404 that requires:
- an active Texas license in good standing;
- two years of practice in that license category, and licensed practice in another state under an equivalent scope counts toward the two years; and
- a 40-hour supervisor training program taught by a Texas-approved supervisor and completed within 90 days.
Supervisor status renews with the license, and supervisors complete 6 of their CE hours in supervision. If you plan to supervise in Texas, take the 40-hour course from a Texas provider; training you took for another state does not automatically satisfy the Texas syllabus. Texas has also retired one title. Some licensees still hold LMSW-AP (advanced practitioner, non-clinical), but BHEC no longer offers that recognition.
After licensure
- Your renewal date is set to the last day of your birth month, so the first period may be shorter than two years.
- Each renewal period requires 30 hours of CE, including 6 in ethics and 3 on serving a distinct population of your choice. Up to 10 unused hours can carry forward.
- At least half of your hours must come from the provider types BHEC lists, such as professional associations, universities and government entities.
- Texas also requires a human trafficking awareness course from the state's approved list at renewal.
- Retaking the jurisprudence exam during a renewal period counts as one hour of ethics CE.
Common hold-ups
- A jurisprudence certificate older than six months by the time the application lands.
- A missing verification from a state where you were licensed years ago, even an expired license.
- An NPDB report forwarded in a way that breaks its certification, such as printing and rescanning it.
- An experience year that is not the year immediately before applying, which brings back the supervision paperwork.
